Sen. Arlen Specter to become Democrat  —  WASHINGTON (CNN) — Veteran Pennsylvania Sen. Arlen Specter switched from the Republican to the Democratic Party on Tuesday, saying he has found himself increasingly “at odds with the Republican philosophy.”  —  “This is a painful decision.
